With TT&TO (timetable and train order) operation, the dispatcher dictates train orders to station operators. The operators then write clearance forms for the orders. When the dispatcher pronounces everything is good, the operators deliver the orders/clearances to the crews of trains passing (or originating at) their station.

On the Bear Creek, operators wear several hats. Tonight Jim is the operator for Oakhill (above him), Bear Creek, Junction City, Redland and Pocatello, Salem (in main staging), and Deschutes (in front of Jim) staging areas. Most train orders and a lot of OS reports go through this operator position. OS reports tell the dispatcher when a train passes and open train order station and are the only means for a dispatcher on a dark (unsignaled) railroad (such as the BC&SJ) to determine train positions.
