It looks like Craig L. (green shirt) is crewing the GN passenger extra which is in evidence on the South Jackson yard siding behind him. This passenger train ran from Salem down to South Jackson where it makes a station stop, swaps the baggage car and locos to the opposite end of the train, and makes off to Deschute staging at the end of the Deschutes branchline. A nice, long run.
